Minimum Submission Documents 

The following is the minimum list documents of documents required for submission. All submissions must be in an electronic format. Learn more about eplans. Acceptance of your permit application will be delayed if your submission package is incomplete. 

  • Building plans; see below for specific requirements. 
  • Specifications for pre-manufactured window well if used. 
  • Evaluation report for unique materials or building products; see below for more information. 

Building Plan Checklist 

This information is the most common and is not representative of all the design and submission requirements you may encounter. 

  • Layout of the finished basement showing rooms and their functions, dimensions, stairs, furnace, water heater and electrical panel. 
  • Location of bathroom exhaust, smoke alarms and/or carbon monoxide alarms. 
  • Ceiling heights. 
  • Emergency escape and rescue opening location meeting the following requirements: 
    • Width ≥ 20 inches. 
    • Height ≥ 24 inches. 
    • Area ≥ 5.7 square feet. 
    • Floor to window sill ≤ 44 inches. 
  • Location and size of window well serving the emergency escape and rescue opening (minimum 36 inches by 36 inches). 
  • Fixed ladder into window well when deeper than 44 inches. Manufacturer’s specifications for prefabricated window wells. 
  • Floated wall details when basements slab-on-grade is subject to heaving. 
  • Fireblocking and draftstopping. 
  • Under stair protection. 
  • Location of combustion air for basements with fuel-fired appliances. 
  • Bathroom plan with clearances to fixtures.
  • Evaluation report from a nationally recognized listing agency, such as ICC-ES, when using a unique product or material. The report certifies the product or material meets the requirements of the building code. Examples include pre-made sunrooms, EIFS, adjustable columns and plastic composites.
