Home2023 National Electrical Code
The City of Commerce City adopts the 2023 NFPA 70 - National Electrical Code (NEC) to be known as the City of Commerce City Electrical Code, including all standards contained therein. This adoption is effective on permits applied for after August 1st, 2023 to comply with the State of Colorado's Electricals Standards. Copies of the NEC are on file in the city clerk's office and may be inspected during regular business hours.
The City of Commerce City adopts Appendix K of the 2021 International Building Code (IBC) as the electrical administrative provisions, save and except such amendments as set forth herein. The 2021 IBC, including Appendix K, is available to view for free on the International Code Council’s website.
Appendix Chapter K of the 2021 edition of the International Building Code, entitled “Administrative Provisions,” is amended in the following respects and adopted herein as amended:
- Section K102.6, entitled “Exemptions,” is added to read as follows:
K102.6 Exemptions. The work listed in Section 5-5 of the Commerce City Revised Municipal Code shall be exempt from the requirements of the City of Commerce City Electrical Code.
- Section K103.1, entitled “Types of permits,” is amended to read as follows:
K103.1 Types of permits. An owner, authorized agent or contractor who desires to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace electrical systems or equipment, the installation of which is regulated by this code and the code referenced in Section K111.1, or to cause such work to be done, shall first make application to the building official and obtain the required permit for the work.
- Section K103.2, “Work exempt from permit,” is deleted in its entirety and the following is added in lieu thereof:
K103.2 Work exempt from permit. Exemption from the permit requirements of this code, the code adopted in Section K111.1 or any other laws or ordinances of this jurisdiction shall not be deemed to grant authorization for work to be done in violation of the provisions of this code or other laws or ordinances of this jurisdiction. Permits shall not be required for the work listed in Section 5-8 of the Commerce City Revised Municipal Code.
- Section K103.3, entitled “Contractors’ responsibilities,” is added to read as follows:
K103.3 Contractors' responsibilities. It shall be the responsibility of every contractor who enters into contracts for the installation or repair of electrical systems for which a permit is required to comply with adopted state and local rules and regulations concerning licensing.
- Section K104.1, entitled “Information on construction documents,” is amended to read as follows:
K104.1 Information on construction documents. Construction documents shall be dimensioned and of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that such work will conform to the provisions of this code and relevant laws, ordinances, rules and regulations, as determined by the building official.
- Section K104.4, entitled “Engineering details,” is added to read as follows:
K104.4 Engineering details. When determined necessary by the building official, construction documents shall include adequate detail of the electrical components. Adequate detail may include computations, diagrams or other essential technical data. All engineered documents, including relevant computations, shall be sealed by the registered design professional responsible for the design.
- Section K106, entitled “REQUIRED INSPECTIONS,” is deleted in its entirety and the following is added in lieu thereof:
SECTION K106 - REQUIRED INSPECTIONS
K106.1 General. The building official, upon notification, shall make the inspections set forth in this section.
K106.1.1 Equipment required. Any ladder, scaffolding or test equipment necessary to conduct or witness a requested inspection shall be provided by the permit holder.
K106.2 Underground. Underground inspection shall be made after trenches or ditches are excavated and bedded, piping and conductors installed and before backfill is put in place. Where excavated soil contains rocks, broken concrete, frozen chunks and other rubble that would damage or break the raceway, cable or conductors, or where corrosive action will occur, protection shall be provided in the form of granular or selected material, approved running boards, sleeves or other means.
K106.3 Rough-in. Rough-in inspection shall be made after the roof, framing, fireblocking and bracing are in place and all wiring and other components to be concealed are complete and prior to the installation of wall or ceiling membranes.
K106.4 Final inspection. The final inspection shall be made after all work required by the building permit is completed.
- Section K111.1, entitled “Adoption,” is amended to read as follows:
K111.1 Adoption. Electrical systems and equipment shall be designed, constructed and installed in accordance with the 2023 edition of NFPA 70 as applicable, except as otherwise provided in this code. The provisions herein and the 2023 edition of NFPA 70, as part of the City of Commerce City Building Code, shall be known as the City of Commerce City Electrical Code.
