When Development Plans Are Required
Requirements
A Development Plan review or Planned Unit Development (PUD) Development Permit review is required before a building permit will be issued for the following types of development:
  • Any civic or institutional use, except for the following uses:
    • Forest or range land
    • Minor public utilities
    • Public lands, parks, and buildings
  • Any commercial or industrial use on a vacant lot
  • Any development where more than one principal building will be sited on a single lot
  • Any development with a combination of residential and one or more nonresidential uses
  • Any substantial change in use of a property that results in special circumstances / impacts on the area, as determined by the city
  • Commercial or industrial additions that are 5,000 square feet or larger in size
  • Commercial or industrial additions that constitute more than 50% of the existing floor area of a building
  • Any mobile home park
  • Any multifamily dwelling
