Commerce City is a home rule municipality and utilizes a council-manager form of government. This means that the city council provides general policy direction, and the city manager functions as the chief executive officer, implementing policies and priorities set by council.

City council sets the vision of the city and then adopts policies, laws, and budgets that further that vision. Council appoints a manager to handle the daily operations associated with running the city that further council’s vision.

Departments

City Attorney

The city attorney's office acts as legal advisor to the city council and city employees on issues related to city operations. They represent the city in all legal proceedings and prosecute ordinance violations in the city’s municipal court. This office is responsible for drafting ordinances, resolutions, city contracts and any other legal document affecting the city. The city attorney’s office cannot provide legal advice to city residents or other members of the public. City Clerk

The city clerk's office provides specialized administrative services to the city. The city clerk serves as clerk to the city council, working with city departments to schedule and create agendas and meeting minutes.

The clerk conducts municipal elections, coordinates city boards and commissions, and administers the city's liquor and marijuana licensing program. The office also preserves and provides access to official and historical city records and serves as a passport acceptance facility.

City Manager

The city manager's office is responsible for implementing city council policies and priorities, conducts city elections, preserves and provides access to records, provides public information, and interacts with other government agencies. The city attorney's office, city clerk's office, communications, and intergovernmental relations all reside under the city manager.

Community Development

The community development department has many parts that all relate to the development of the city. Activities include the management of land use, the building of residential and commercial structures, ensuring that property is maintained for safety and appearance, and ensuring low cost housing and assistance.

Economic Development

The economic development department focuses on aspects of the city that promote economic health and create a quality standard of living for residents. This involves promoting balanced growth through job creation, business assistance, housing options, neighborhood redevelopment and the growth of a skilled workforce.

Finance

The finance department is responsible for the overall financial well-being of the city. The department leads the city's annual budget process, working with departments and city council to develop the annual budget. The department also prepares the city's comprehensive annual financial report and cooperates with the city's external financial auditor on the annual financial audit. Additionally, the department manages all incoming/outgoing funds and city investments, administers and collects sales and use tax, performs sales and use tax audits, as well as provides financial services (such as accounts payable/receivable, liens and grants) to all city departments, boards, commissions, and authorities.

Human Resources

The human resources department provides comprehensive and centralized services for recruitment, employee relations, development of policies and procedures, employee benefits and compensation, organizational training, workplace safety and loss control risk management. The department also leads negotiations and oversee contracts with two unions that represent city employees: the American Federation of State, County and Municipal Employees (AFSCME) and the Fraternal Order of the Police (FOP).

Police
