In order to establish and maintain effective City Council and City Manager relations, it is essential that the City Council establish an ongoing evaluation process that offers an opportunity for each party to review the performance of the City Manager. This evaluation focuses on how effectively the City Manager is accomplishing the goals established by the City Council and how the responsibilities in key performance areas are being carried out.
Evaluation Key Functions
- Clarifying Roles and Expectations: It provides an opportunity to review, refine, and reaffirm the roles, responsibilities, and expectations of the City Council and the City Manager towards each other. This fosters understanding and prevents potential misinterpretations.
- Enhancing Performance: It allows for a data-driven discussion of the City Manager's strengths and areas for improvement based on their past performance. The Council can offer both positive feedback and constructive criticism to help the City Manager reach their full potential.
- Strategic Alignment: The City Manager's performance evaluation is directly linked to the city's five-year strategic plan, ensuring alignment between the Council's goals and priorities, the City Manager's initiatives, and the city's overall mission and vision.
That is, it gives the City Council the opportunity to provide positive feedback in areas that have been handled well and to clarify areas where the City Manager could become more effective through improved performance.

- City Council members will evaluate managerial competencies and goal-related performance
- Senior Leadership
Evaluation Timeline
- Quarterly reviews by City Council
- The City Council will complete this evaluation worksheet on an annual basis with the resolution pursuant to the City Manager’s contract expected to be adopted at the first Council meeting in November
- Human Resources will conduct 360 assessment prior the annual evaluation in October.
